Resident of any European Union state can drive in Lithuania with their domestic driving permits. For drivers from non- European Union countries, it is permitted to drive in Lithuania with International driving permits for up to 90 days. Visitors who plan to stay in Lithuania for 185 days or more in one calendar year and wish to continue driving must get Lithuanian driving permits.

The minimum driving age is 18 years.
Seatbelts are mandatory for the driver and passengers in front and rear seats.
Children under 3 years must be seated in the back seat in a special child seats. Children under 12 years and under 150 cm (59 inches) may not be seated in the front seat.
Winter or all-season tires are required from 10 November to 1 April.
Studded tires are not permitted from 10 April to 31 October.
Dipped headlights must be switched on at all times while driving.
The Liability Insurance policy is obligatory; it can be purchased at the border to Lithuania.

Speed limits in towns and settlements – 60 km/h, on country roads – 90 km/h; on highways from 1 October to 1 May – 110 km/h; on highways from 1 May to 1 October – 130 km/h.

For drivers who have held driving permits less than two years, speed limit on highways is 90 km/h and 70 km/h on other roads.
The blood-alcohol limit is 0.04%.
First aid kit, fire extinguisher, and warning triangle are obligatory.
Using cell phones without hands-free system is not permitted when driving.
It is not permitted to use radar detectors.
European emergency number is 112; local police number is 02.

Drivers should have to present valid driving permits and car registration certificates to police when drivers are stopped.
It is recommended to carry an assortment of spares such as fan belt, replacement bulbs, and spark plugs.
In addition to the original vehicle registration document, it is recommended to have an International Certificate for Motor Vehicles (ICMV).
